In the last paragraph before the "Overview" section, second sentence begins with this preface "Although not legally mandated". It's not only unnecessary, it creates a subtext where there shouldn't be one. The paragraph continues with saying, and i'll paraphrase here, that since the to mid 19th century it's been customary that members of congress align with one of two major political parties; Democratic or Republican.
Maybe i'm overthinking it's intentions, and if so, i still think it could be worded to remove subtext or stigma .
